At the advanced level (transcription, AI and CRM), the same 5–10 employee business saves about ₪3,360 a year, and at the call center level ₪840, because these extras cost money on an on-site PBX too. Most of the saving comes from maintenance and the phone lines. For a large business that’s on the phone a lot, the price of minutes decides it: at the published per-minute rates, the cloud comes out more expensive there unless you get a minutes package. It’s worth asking the provider for one before you switch. A business with a line or two and no PBX usually won’t save; what it gets is extensions, a voice menu and a mobile app.

How we calculated it

We read 11 Israeli price lists and pricing guides, and took the numbers from them. Updated October 6, 2026.

Today. A business line costs about ₪44 a month and includes a minutes package (HOT Business: 300 minutes for ₪39 or 1,000 minutes for ₪49). For an on-site PBX we added the cost of the equipment, installation and phones (₪3,000 plus ₪300 per extension, within the published range of ₪3,000 to ₪20,000 and up), spread over 7 years, and maintenance of ₪150 to ₪1,000 a month depending on size.

The level you need. The cloud price per extension depends on what you need. Basic: ₪35 per extension, the average of the published five-extension prices at HOT, Partner, Cellcom and Bezeq, with a voice menu, recordings, a softphone and voicemail (at Voipe all of these are included for ₪39). Advanced: ₪80 per extension, which is our own estimate. The cheapest way we found to get transcription, AI summaries and CRM is Voipe with the AI Assist add-on (₪39 plus ₪29), and at Voicenter they only come with the ₪170 plans. Voicenter’s BUSINESS plan at ₪80 includes a voice menu, recordings, AI voicemail and reports, but no transcription, summaries or CRM. Sales / support center: ₪170 per extension, the price of Voicenter’s SUPPORT and SALES plans, with a dialer, queues, monitoring and dashboards (Voicenter doesn’t say whether its prices include VAT). Voipe’s call center plan is cheaper: ₪69, plus ₪29 for AI.

In the cloud. A minimum of ₪60 a month. Above 20 extensions we took 10% off, and above 50 we took 20% off, the way providers lower the price per extension. Outgoing minutes at 6 agorot (₪0.06) a minute. The switch: ₪500 for setup and ₪300 for each desk phone. Anyone who works from home or in the field gets the app.

What’s our estimate. How many minutes an employee talks (200, 600 or 1,500 a month, half of them outgoing), the per-minute price beyond the package on a regular line (9 agorot), the lifespan of an on-site PBX, how maintenance grows with the number of extensions, the cost of an extra branch, the price of the advanced level in the cloud, and what the same level costs on an on-site PBX: a voice menu and recordings at ₪150 a month, at the advanced level another ₪150 for a CRM connection and ₪30 per extension for transcription and AI, and at the call center level another ₪60 per extension for call center software. We found no published price for these. A business on regular lines doesn’t have these extras today, so they aren’t counted on its “today” side.

What this isn’t. An estimate, not a quote. Prices are in Israeli shekels (ILS), prices excl. VAT. Office internet and mobile plans are not included. If your on-site PBX is new and already paid for, your actual saving over the next few years is smaller than the equipment line.

How much does a cloud phone system (virtual PBX) cost?

It depends on the level. A basic cloud PBX, with a voice menu, recordings and a softphone, costs ₪20 to ₪80 per extension a month excl. VAT at most Israeli providers. For five extensions, published prices range from about ₪143 (HOT) to about ₪200 (Bezeq), and Voipe's basic plan costs ₪39 per extension billed yearly (₪52 billed monthly). Transcription, AI summaries and a CRM integration cost more: Voipe's AI Assist add-on is ₪29 per extension, and at Voicenter they come with the SUPPORT and SALES plans at ₪170 (the ₪80 BUSINESS plan doesn't include them). A call center plan costs ₪69 at Voipe and ₪170 at Voicenter. On top of that come call minutes and a one-time setup fee of roughly ₪300 to ₪600.

What’s the difference between a virtual PBX and a traditional one?

A traditional PBX is a box in your office: you buy it (usually ₪3,000 to ₪20,000 or more with installation and licenses), pay for maintenance (₪150 to ₪1,000 a month) and call a technician for every change. A virtual PBX, or cloud phone system, lives with the provider. You pay a subscription per extension, manage everything from your browser, and each extension also works in a mobile and desktop app, so someone working from home answers as if they were in the office.

Can I keep my phone number?

Yes. In Israel you can port a phone number between providers, landline numbers included, and when you move to a cloud phone system the provider handles the porting. In most cases the porting itself is free. Plan the switch so the old number keeps working until the porting is done.

Which phone system suits a small business?

For a business of 2 to 10 employees, a cloud phone system usually costs ₪80 to ₪200 a month. A business that size with an on-site PBX saves about ₪2,760 a year, according to the calculator. But a very small business with a line or two and no PBX will pay about ₪160 a month in the cloud, compared with ₪90 today. There the cloud doesn't save money; it adds extensions, a voice menu, recordings and a mobile app.

Do I need special equipment for a cloud phone system?

A stable internet connection, and a phone for each employee: an IP desk phone (about ₪300 each) or a mobile and desktop app, which usually costs nothing. The provider sets up the extensions, the voice menu and call routing, and ports your numbers.

Does a cloud phone system include recordings, a voice menu and CRM?

A voice menu, recordings and a softphone, yes: they're in the basic plan at most providers. At Voipe, a connection to your CRM and a hundred other systems is also included in the ₪39 plan. Transcription and AI call summaries cost more: at Voipe it's a ₪29 add-on per extension, and at Voicenter they're in the ₪170 plans. That's why the calculator asks about the level you need. On an on-site PBX, each of these is usually an extra license, component or service.

Can I use a cloud phone system from my mobile and from home?

Yes, and it's one of its biggest advantages. Every extension also works in a mobile and desktop app (a softphone): someone answering from home or on the road looks to the caller exactly like they're in the office, with the same number, voice menu and recordings. No desk phone is needed, and most providers include the app in the extension price.

How much does a softphone cost?

Usually nothing beyond the extension. A softphone, an app that turns your mobile or computer into an extension, is included in the extension price of a cloud phone system: according to Telecom Expert, ₪20 to ₪80 per extension a month excl. VAT, and up to ₪25 at most providers, including licensing, mobile and desktop apps, call routing and support. At Voipe the desktop and mobile app is included in the ₪39 plan.
